Regulations to Optimize Bank Security

The security program shall:
(1) Establish procedures for opening and closing the business and for the safekeeping of all currency, negotiable securities, and similar valuables at all times;
(2) Establish procedures that will assist in identifying persons committing crimes against the bank and that will preserve evidence that may aid in their identification and prosecution; such procedures may include, but are not limited to:
(i) Retaining a record of any robbery, burglary, or larceny committed against the bank;
(ii) Maintaining a camera that records activity in the banking office;
(iii) Using identification devises, such as pre-recorded serial- numbered bills, or chemical and electronic devices;
(3) Provide for initial and periodic training of officers and employees in their responsibilities under the security program and in proper employee conduct during and after a robbery, burglary or larceny;
(4) Provide for selecting, testing, operating, and maintaining appropriate security devices.
Opening the Bank
The designated employee responsible for opening the bank initially, should always check the outside of the bank and the parking lot area for tampering or any suspicious person(s) in the area. After entering the bank safely, the designated employee shall check the interior of the bank to insure that no unauthorized person(s) are in the bank and that no tampering has occurred prior to implementing the "all clear" signal.
Employees entering the bank after the first employee has signaled "all clear" should be alert for any suspicious person(s) in the area and be sure that the proper "all clear" signal is posted BEFORE ENTERING THE BANK!

If the "all clear" signal is not properly posted, incoming employees are not to enter the bank. They should notify authorities that a problem exists at the bank and alert other incoming employees that a problem exists.
The "all clear" should be changed periodically. If possible, two employees should open the bank. One employee is to remain out of sight while the second employee enters the bank and signals "all clear". If a problem exists, the second employee shall notify the authorities and alert incoming employees as to the problem.
The employees designated to open the bank should alter their routes of travel and time of arrival so as not to establish a pattern that a robber could identify.
Closing the Bank
The designated employee will lock the bank doors and not allow anyone to enter the building after closing. The designated employee will insure that all funds have been secured in the vault and that the vault closing procedures have been carefully followed.
All areas of the bank should be carefully inspected to insure that no unauthorized person(s) are present prior to the designated officer leaving the bank.
The designated officer will insure that all alarms are properly armed prior to leaving the premises and will check the exterior of the bank to insure that no problems exist prior to leaving the area.
All Clear Signals
Bank management should determine the proper telephone "all clear" code.
All bank employees and the responding police department will be notified in writing on the code to use in the event of an emergency.
The recommended telephone "all clear" signal is as follows:
"All Clear" If no problem exists
"Anything Else" If a problem exists
